Overview
Ribway was selected by the City of Toledo as the prime consultant for engineering design and construction management services for the 232 million gallons per day (MGD) Grit Removal Facility (GRF) at the Bay View Wastewater Treatment Plant (WWTP). The facility’s construction was mandated by the Ohio Environmental Protection Agency (EPA) as part of a consent decree.
Project Scope
The GRF includes:
- Fine Screening: Two mechanically cleaned fine screens.
- Grit Removal: Six vortex grit tanks, each with a capacity of 39 MGD and dimensions of 20 feet in diameter by 25 feet deep.
- Grit Washing and Classification: Two 350 gallons per minute (GPM) grit washer/classifier units.
- Grit Transfer: Nine grit transfer pumps.
- Disposal System: A screenings and grit disposal system utilizing 16 cubic yard roll-off type containers.
- Odor Control: A 26,000 cubic feet per minute (CFM) odor control unit.
- Enclosure: A two-story, 19,000 square foot concrete building housing the process equipment.
Yard piping installations included three prestressed concrete force mains ranging from 42 to 72 inches in diameter and approximately 2,000 feet in length.
Objectives and Design
The GRF was designed to:
- Screen and Remove Inorganic Material: Preventing damage to downstream processes, particularly the sensitive ballasted flocculation system.
- Facilitate Disposal: Dewatered screenings and grit are transferred to roll-off containers for landfill disposal.
- Automate Operations: Fully automated and designed for intermittent operation to enhance efficiency.
Construction Management
Ribway provided the following construction-related services:
- Contract Administration: Ensuring adherence to design specifications and project requirements.
- Technical Representation: Providing expertise and oversight throughout construction.
- Field Inspection: Monitoring construction progress and quality.
The project was managed under the oversight of Black & Veatch Corporation, the program manager for the Wet Weather Treatment Facilities.
Timeline and Budget
- Design Completion: December 2004, delivered on schedule and within budget.
- Construction Completion: November 2006.

The Bay View WWTP Grit Removal Facility enhances the treatment plant’s efficiency by effectively removing grit and screenings prior to downstream processes. The facility’s completion marked a significant step in compliance with regulatory mandates, improving operational reliability and protecting the environment.
